The Second Announcement of Qualification Pre examination for Engineering Cost Consulting of Aviation Co., Ltd. Base

The cost consulting bidding project for the base engineering of Aviation Co., Ltd. was publicly tendered in China, and applications were accepted from April 13, 2010 to April 19, 2010. However, the bid was rejected due to the number of valid bidders not meeting the legal requirements. We are now making a second announcement. The relevant matters are now announced as follows:

Qualification requirements for registering bidders:

1. Having independent legal personality registered with the Administration for Industry and Commerce;

2. Having the high-quality qualification for engineering cost consulting issued by the Ministry of Construction of China;

3. The project leader to be appointed has the qualification of national registered cost engineer and senior professional title;

4. Having completed no less than three engineering cost consulting projects with a single cost amount of over 100 million yuan in the past two years;

5. Bidders must provide financial statements for 2008 and 2009 (including at least balance sheets and income statements) that are in a profitable state, as well as relevant commitment letters (including whether they have been ordered to suspend operations, have their bidding qualifications revoked, have their assets taken over, frozen, or are in bankruptcy status).

5、 Registration requires submission of pre qualification documents (original for reference) and pre qualification conditions:

1. Provide copies of the business license and qualification certificate of the enterprise (copies must be stamped with the official seal of the bidding unit);

2. Bidders must present the original proof of legal representative and the original power of attorney from the legal representative, which must be stamped with the official seal of the bidding unit;

3. Provide copies of the national registered cost engineer qualification certificate, practice registration certificate, and professional title certificate of the proposed project leader;

4. Provide the engineering cost consulting performance of the enterprise that has completed no less than three projects with a single cost amount of over 100 million yuan in the past two years (copies of the winning bid notification, consulting contract or cost consulting report stamped with the official seal of the bidding unit);

5. Bidders must provide financial statements for 2008 and 2009 (including at least balance sheets and income statements) that are in a profitable state, as well as relevant commitment letters (including whether they have been ordered to suspend operations, have their bidding qualifications revoked, have their assets taken over or frozen, or are in bankruptcy status).

7、 The pre qualification will be conducted after the registration deadline, and the pre qualification results will be notified to all bidders by fax before 4:00 pm on April 28, 2010. Each bidder shall confirm receipt of the notice by fax before 10:00 am on April 29, 2010 (the reply letter shall be stamped with the official seal of the unit). Failure to reply within the deadline shall be deemed as delivery of the notice.

8、 Pre qualification method: Compliance review. After the registration is completed, the tenderer shall organize qualification review personnel to conduct qualification review based on the qualification review materials submitted by each registration unit and compare them with the registration requirements specified in the qualification review announcement. The number of bidders who pass the qualification review shall not be less than 3, and if there are less than 3 bidders, the bidding will be reorganized. If the bidder who passes the qualification review is determined to be a formal bidder participating in the bidding.
