Qinghai Planning and Design Research Institute Co., Ltd. (formerly known as Qinghai Planning and Design Research Institute) was established in 1982 and successfully completed the institutional reform from a public institution to a state-owned technology-based enterprise by the end of 2000. Over the past forty years since its establishment, our institute has rapidly developed into a comprehensive high-tech enterprise specializing in urban and rural planning and architectural design, integrating green building consulting, engineering cost consulting, judicial appraisal, bidding agency, and possessing the qualification for feasibility study preparation. In July 2018, our Haixi branch was established in Delingha City, Haixi Prefecture.

As of December 2023, our institute has 127 employees, including 86 professional and technical personnel, 36 with senior professional titles, 18 survey and design experts from Qinghai Province, and 36 registered engineers with various national practices. Our design achievements have covered various states, cities, and counties within the province, and multiple projects have won provincial and municipal excellent engineering design awards.

Our institute currently has Class A qualifications for urban and rural planning preparation, Class A qualifications for engineering design (construction industry), Class B qualifications for municipal industry (roads, water supply, drainage, heating, gas), Class B qualifications for landscape architecture, Class B qualifications for engineering consulting, and Class B qualifications for power industry (power transmission, transformation). We also have qualifications for engineering bidding agency, government procurement agency, and seismic performance appraisal of buildings.

The Planning and Design Institute is mainly engaged in planning and design work such as overall planning of national land and space at all levels, regional planning, detailed control planning, detailed construction planning, village planning, and special planning, involving land use, urban design, urban-rural infrastructure, traditional village protection, and technical consulting services. It has completed over a thousand overall planning, regional planning, detailed control planning, detailed construction planning, and various special planning projects for provinces, cities, counties, and townships within the province, and has won provincial and ministerial level planning and design awards multiple times. The "Guidelines for Urban Design of Delingha City", "Strategic Plan for Urban and Rural Development of Haiyan County", "Protection Plan for Traditional Villages of Yanshuiquan in Hongshuiquan Township, Ping'an County" and other projects have won the Excellent Award for Urban and Rural Planning and Design in Qinghai Province and are included in the "New Era • New Exploration - Excellent Planning and Design Works Collection in Northwest China (2021)"; The Implementation Plan for Consolidating and Expanding the Achievements of Poverty Alleviation and Effective Connection with Rural Revitalization in Maqin County, Qinghai Province (2022-2025) has been highly recognized by the Qinghai Rural Revitalization Bureau and praised in a letter. In recent years, I have presided over the completion of the preparation of relevant guidelines and standards such as the "Technical Guidelines for Village Planning in Qinghai Province", "Guidelines for the Overall Planning of County level Land and Space in Qinghai Province", "Technical Guidelines for Urban Planning and Management in Qinghai Province", "Construction Standards for Beautiful Villages in Qinghai Province", "Construction Standards for Green Ecological Urban Areas in Qinghai Province", "Technical Guidelines for Improving the Living Conditions of Farmers and Herdsmen in Qinghai Province", "Technical Guidelines for Village Infrastructure Construction in Qinghai Province", effectively guiding the healthy and orderly development of urban and rural construction in our province.

The Architectural Design Institute is mainly responsible for providing technical services such as architectural engineering design, municipal engineering design, indoor and outdoor decoration design, seismic performance evaluation and appraisal of buildings, engineering project consulting, and green building evaluation and consulting. We have completed over a thousand engineering projects, including the teaching and research building and supporting facilities of the Two Bombs and One Satellite Ideal and Belief Education College, the comprehensive teaching building of the First Middle School in the Qunke New Area of Hualong County, the 27th student apartment of Qinghai University, the elderly activity center and social organization service center (incubation base) in Ping'an District, the emergency trauma diagnosis and treatment center of the Second People's Hospital of Xining City, the outpatient comprehensive building of the Third People's Hospital of Xining City, the Gequhe Sports Park in Maqin County, Guoluo Prefecture, the upgrading and renovation of martyr memorial facilities in Menyuan County, Haibei Prefecture, and the beautiful town and environmental improvement in the east of Guide River. We have also participated in post disaster house evaluation and seismic performance appraisal work multiple times. In these projects, we have not only accumulated rich experience, but also won provincial excellent engineering survey and design awards multiple times. And recognition and praise from relevant regulatory authorities.

Green building consulting can provide technical services for the entire process of evaluating, planning, designing, constructing, and operating green building projects. From the project initiation stage, a comprehensive evaluation of the project's green performance is conducted to ensure that the project meets the standards and requirements of green building during the design, construction, and operation process. We can provide customers with services such as green building star certification consulting, third-party consulting and evaluation, building energy conservation and carbon emission calculation, green building application technology, and ecological simulation research. We systematically guide the comprehensive utilization of advanced energy-saving technologies in the building construction process, thereby achieving the organic combination of buildings and energy-saving technologies and comprehensively improving the comprehensive energy-saving benefits of buildings. We have mainly completed the green building consultation and evaluation of the first three-star green public building in Qinghai Province (Xining City Mass Cultural and Art Activity Exchange Center Construction Project), the green building consultation and evaluation of the teaching comprehensive building of Qinghai Provincial School of the Communist Party of China (two star), and the evaluation of green building design labels for more than 60 affordable housing projects in various prefectures and cities within the province (one star). As a local research enterprise, our institute is also deeply involved in the field of plateau green building, integrating BIM technology into local green buildings. We have cooperated with universities inside and outside the province, such as Beijing Institute of Technology, Northwest University, and Qinghai Normal University, to complete multiple provincial-level scientific and technological research and development projects, including "Research on Visualization Digital Models of Green Buildings" and "Construction of BIM Cloud Sharing Platform in Urban Digitalization Construction".

The Cost and Judicial Appraisal Institute was established in 2003. It is one of the institutions that has been audited by the Qinghai Provincial High People's Court and is listed in the "Professional Institutions for Judicial Technical Work of People's Courts" to carry out engineering cost appraisal business for the society. The cost appraisal personnel have also been selected for the "Candidate List of Professional Institutions for External Entrustment Work of Qinghai Provincial High People's Court". We can provide cost consulting services, including the preparation of engineering estimates for various specialties, the preparation of engineering budgets, the preparation of engineering quantity lists, the preparation of bidding control prices, the review of engineering settlements, the preparation of completion final accounts, and full process cost consulting. Judicial appraisal services include the appraisal of contract disputes, evidence deficiencies, measurement disputes, valuation disputes, construction period claims, cost claims, engineering visa disputes, and contract termination disputes in various professions. The department has strong technical strength, with several personnel including national registered cost engineers, national construction cost engineers, senior engineers, and engineers.
